It's typically used in a 'syrupy manner', oftentimes with endless glissandos. Composers of the Romantic/Early Modern period loved that stuff. So much so, that it was not uncommon to see two harpists used in orchestras of the day.
This is not that type of harp music. It's a small, tonal chamber piece - the slow movement of three movements. The harp provides the anchor for the woodwinds to do their thing.
Nary a glissando to be heard!

I really like the way you used the woodwinds with the harp. I too prefer the harp playing arpeggios or right out melody than splashing glissandos. Very nice melodies. Calm and warm. Very good
