In actual fact some of the latest thinking theories coming out of idealism / meta physics is that below the plank length (quanta) is "mind" the greater consciousness that space and time emerge from (i.e. we are all the same greater mind manifesting in each other and even cells and smaller structures) so if you re-read your quote from this perspective then it makes perfect sense.
